Google Tag Manager sits on your site watching for specific things to happen — a button click, a page load, a form submission. When that action occurs, GTM sends a signal to GA4. GA4 logs it as a conversion. Nothing changes in your site’s code; it all runs through the one GTM snippet already installed. That’s the setup this service requires as a starting point.
